To fairly apportion broadcasting facilities and time between persons belonging to different political parties.
To issue licenses to broadcast media.
To monitor broadcast media and regulate their performance in terms of their legal and licence obligations.
To ensure that the system consists of public, private and community elements that offer various and comprehensive programming to cater for all interest and tastes.
